New York State has opened a $60 million competition for up to four regional quantum technology commercialization hubs. Each selected regional anchor would receive about $15 million for facilities, equipment, and startup support.
Governor Kathy Hochul announced the program through Empire State Development and NYSTAR. Quantum Computing Report published details on August 13, 2026, with a link to the state request for proposals.
What the hubs must support
The program covers quantum computing, sensing, and secure communications. Each hub needs a primary technical focus while offering shared access to startups and researchers outside its anchor organization.
Eligible spending includes:
- Laboratory construction and expansion
- Specialized machinery and shared instruments
- Access to high-performance computing and quantum hardware
- Prototype development and pilot programs
- Intellectual-property and licensing support
- Startup incubation and workforce training
Academic institutions and nonprofit organizations will lead proposals. Applicants need industry, research, and regional economic-development partners.
New York is funding commercialization infrastructure
Research grants usually fund a project or research group. This program funds regional infrastructure intended to move technology from laboratories into companies and field trials.
Shared equipment matters for quantum startups. Cryogenic systems, photonics labs, nanofabrication tools, and high-performance computing access require capital many early-stage firms lack.
The hubs extend New York's separate $300 million commitment to a Quantum Research and Innovation Hub at Stony Brook University. The regional competition spreads support beyond one flagship site.
Funding does not guarantee commercial results
The $60 million comes from New York's fiscal-year 2027 budget. Awards will finance facilities and programs, not proven quantum products.
Commercial progress needs measurable outcomes. Useful indicators include startups served, external users receiving lab access, prototypes completed, private funding attracted, and customer pilots launched.
Regional programs also risk duplicating expensive equipment or dividing technical talent. Proposal review should reward complementary capabilities and shared access rather than four isolated centers.
